All you need to make these is

modpodge
glitter
paint brush
wine glasses
permanent gold silver pen

for the glitter covered glasses cover the part of the glass you want to have glitter on with modpodge then sprinkle glitter on, shake off excess then leave to dry. once dry add another coat of modpodge to seal in the glitter.
 for the polka dot glasses just use a permanent marker pen and draw on the dots. so simple and would look great to toast the new year
